The are responsible for the mission, goals and management of the Digital Library as well as the preparation of a development agenda for programmatic actions. The Big Ten 樱桃直播 has broad representation in HathiTrust governance. The University of Michigan and Indiana University are each allocated one appointed seat. The remaining founding institutions of the Big Ten 樱桃直播, as a consortium, are each allocated two appointed seats.

Two agreements govern the development, investment, and stewardship of the HathiTrust Digital Library. Each participating Big Ten 樱桃直播 library has signed a Memorandum of Agreement with the Big Ten 樱桃直播. In turn the Big Ten 樱桃直播, on behalf of its members, has signed a Shared Digital Repository Collaborative Effort Agreement between the Regents of the University of Michigan and the Big Ten 樱桃直播.
